On 23 October, Reuters reported that South African regulators had proposed a Synthetic Financial Centre framework that could allow licensed fund managers to manage qualifying global portfolios from South Africa. The report noted that about R5 trillion in South African portfolio assets were already held offshore, while the JSE estimated that broader exchange-control reforms could attract R10 trillion in investment over time.
Asset managers, banks and investment advisers can explore opportunities in portfolio analytics, risk management and cross-border financial planning. HPC can support financial modelling and investment decision systems; the R10 trillion figure is a potential long-term investment estimate, not committed funding or a confirmed contract.
